Capt. Brian Penoyer, commanding officer of Coast Guard Sector Houston-Galveston, Rear Adm. Kevin Cook, commander of the Eighth Coast Guard District, and Mark Ruffino, the vice president of Mortenson Construction, collectively cut a ribbon, March 10, 2014, at the official ribbon cutting ceremony for the new sector building at Ellington Field. The relocation to Ellington Field centralizes critical Coast Guard resources, allowing a more robust interagency operational picture, better collaboration, and greater unity of maritime effort across all elements of the government and the private sector.
