Capt. Brian Penoyer, commanding officer of Coast Guard Sector Houston-Galveston, Rear Adm. Kevin Cook, commander of the Eighth Coast Guard District, and Mark Ruffino, the vice president of Mortenson Construction, collectively cut a ribbon, March 10, 2014, at the official ribbon cutting ceremony for the new sector building at Ellington Field. The $43 million, hurricane-resistant building was paid for as Congress approved more than $100 million in construction for Coast Guard buildings in the Houston area after Hurricane Ike.
