Abalo Kadangha, Chief of Defense Staff of the Togolese Armed Forces, convene a press conference following a State Partnership Program signing ceremony held today in Lome, Togo, April 4, 2014. The ceremony formalized the North Dakota National Guard's association with the Togolese Republic under the auspices of the National Guard Bureau's State Partnership Program. The partnership is the third of its kind for the North Dakota National Guard who is also partnered with the neighboring west African nations of Ghana and Benin.
