The project is one of five engineering civic action project missions being completed by members of the Armed Forces of the Philippines and U.S. armed forces as a part of Balikatan. Neonal is assigned to 565th Engineer Combat Battalion, 51st Engineer Brigade, Armed Forces of the Philippines, and O’Neill is assigned to 9th Engineer Support Battalion, 3rd Marine Logistics Group, III Marine Expeditionary Force.
