Chief of Naval Operations Adm. Gary Roughead shakes hands with Rita Braley during his visit to U.S. Naval Forces Southern Command (NAVSO) and U.S. Fourth Fleet (C4F). Braley was selected as NAVSO/C4F Civilian of the Year for the 2009 calendar year. NAVSO is the component command for U.S Southern Command and is responsible for all naval personnel and assets in the area of focus. NAVSO conducts a variety of missions in support of the Maritime Strategy, including Theater Security Cooperation, relationship building, humanitarian assistance and disaster response, community relations, and counter-illicit trafficking operations.
