From left to right, Rear Adm. P. Gardner Howe III, president, U.S. Naval War College (NWC), speaks with Capt. Takuya Shimodaira, Japan Maritime Self Defense Force, U.S. Army Brig. Gen. Charles Petraca Jr., Rhode Island National Guard, and a member of the Newport Artillery Company about the methods used to fire the Paul Revere cannon following the opening ceremony of the 31st annual Black Ships Festival in Newport, R.I., July 18. The four-day festival commemorated the anniversary of the signature of the Treaty of Kanagawa between the U.S. and Japan, negotiated by Newport native Commodore Matthew C.
