Members of the U.S. and Japanese navies bow their heads in prayer during a ceremony rendering honors to Commodore Matthew C. Perry at the 31st annual Black Ships Festival in Newport, R.I., July 20. The four-day festival commemorated the anniversary of the signature of the Treaty of Kanagawa between the U.S. and Japan, negotiated by Perry, a Newport native, and served as an opportunity to strengthen global maritime partnerships.
