Assistant Secretary of the Navy for Manpower and Reserve Affairs Juan M. Garcia III congratulates recruits following a capping ceremony on board Recruit Training Command (RTC), the Navy's only boot camp, August 15. Garcia toured the commands training facilities, talked with staff members and recruits and was the reviewing officer at the weekly Pass-in-Review (PIR) graduation. A capping ceremony is where recruits officially become Sailors by donning their Navy ball caps after successfully completing Battle Stations on board USS Trayer (BST 21) at RTC. Trayer, a 210-foot-long Arleigh Burke-class destroyer simulator, is the platform where recruits participate in Battle Stations, their final test of everything they have learned in boot camp before graduating from RTC. Battle Stations is a 12-hour exam of 17 different scenarios, including firefighting, damage control, watch standing and mass casualty evacuations.
