Assistant Secretary of the Navy for Manpower and Reserve Affairs Juan M. Garcia III congratulates Seaman Recruit Johnnie P. Bernacet from Floral Park, N.Y., for receiving the Navy League Award at the weekly Pass-In-Review graduation in the Midway Ceremonial Drill hall at Recruit Training Command (RTC), the Navy's only boot camp, Aug. 15. Garcia toured the commands training facilities, talked with staff members and recruits and was the reviewing officer at the weekly Pass-in-Review (PIR) graduation.
