Members of the Vermont National Guard Chemical-Biological-Radiological-Nuclear-High Yield Explosive Enhanced Response Force-Package and Puerto Rico state agencies participate in mass casualty extraction during Operation Borinqueneer Response, March 19 in Salinas, Puerto Rico. The exercise was conducted with local authorities at the Camp Santiago Joint Maneuver Training center, Salinas with the goal to provide National Guard, federal and state agencies and senior leaders an opportunity to self-evaluate current doctrine, operational concepts, administrative and logistic plans and capabilities.
