BANGOR, Wash. (May 21, 2015) Capt. (Ret.) Bill Rothert rings a bell in honor of each submarine and crew lost in service during the annual Memorial Day "Tolling of the Boats" ceremony at Deterrent Park on Naval Base Kitsap - Bangor.
