Brig. Gen. James D. Owens, commanding general of the 352nd Civil Affairs Command, and Christine Palmisano-Laubach unveil a memorial painting memorializing her brother, fallen 352nd Soldier Capt. John E. Smathers, at a building dedication ceremony Sept. 12 at Fort George G. Meade, Md. During the event, the Army renamed the Reserve center located at 2118 20 1/2 Street in honor of the younger Smathers.
