GREAT LAKES, Ill., (July 21, 2015) -- Rear Adm. Michael S. White (right), commander, Naval Education and Training Command (NETC), presents the Legion of Merit to Rear Adm. Rich Brown, outgoing commander, Naval Service Training Command (NSTC), at a change of command ceremony at USS White Hat at Training Support Center (TSC), on Naval Station Great Lakes, Ill., July 21. White was the presiding officer and keynote speaker. Rear Adm. Stephen C. Evans (center) relieved Brown as the NSTC commander. USS White Hat, known as the “ship in a bottle,” is a partial replica of a ship at Boatswain’s Mate “A” School used to train the Navy’s future Boatswain’s Mates. (Official U.S. Navy photo by Scott A.
