    Rear Adm. Bruce L. Gillingham, commander, Navy Medicine West, presided over Naval Hospital Bremerton's change of command ceremony on Aug. 14, 2015, as Capt. Christopher Quarles handed over responsibility as commanding officerto Capt. David K. Weiss. The heart of the ceremony is the formal reading of official orders by the relieving officer and the officer to be relieved. Command passes upon utterance by the relieving officer "I relieve you" and the officer being relived responding, "I stand relieved." This simple procedure - Weiss relieving Quarles - signified the transfer of total responsibility, authority and accountability from one individual to another.
