First General Prakarn Chonlayut, Deputy Chief of Staff from Royal Thai Armed Forces, speaks Feb. 17, 2016, at a ceremony celebrating the completion of a multipurpose building for at Banradbumrung School, Lop Buri Province, Thailand, as part of exercise Cobra Gold. The construction at Lop Buri is one of six humanitarian civic action (HCA) sites in which the Thai, U.S. and partner nation militaries worked together on civic programs during Cobra Gold.
