Brig. Gen. Mark Anderson, Wisconsin’s Deputy Adjutant General for Army, awards the runner-up trophy for the state Noncommissioned Officer of the Year to Sgt. Sean A. Armstrong, an infantry team leader from Company B, 2nd Battalion, 127th Infantry Regiment, 32nd Infantry Brigade Combat Team, at Fort McCoy, Wis., April 10.
