Brig. Gen. Mark Anderson, Wisconsin’s Deputy Adjutant General for Army, awards the trophy for the state Noncommissioned Officer of the Year to Staff Sgt. James Brown, the battalion career councilor and a cannon crewmember from Battery A, 1st Battalion, 120th Field Artillery, 32nd Infantry Brigade Combat Team, at Fort McCoy, Wis., April 10.
