Shirko Fatih Schiwani, representative for the Kurdistan Regional Government, cut a cake during the Combined Security Force Graduation Ceremony at the Kirkuk Training Center in Kirkuk, Iraq, Feb. 15. The CSF is a unit comprised of U.S., Kurdish and Iraqi personnel designed specifically to increase security during the election process.
