Maj. Gen. Richard Simcock sips tea while visiting military and government officials for Artillery Relocation training Program 16-1, May 18, 2016, at Sendai, Japan. ARTP is a Japan-funded, routine training exercise that allows Marines with 3rd Battalion, 12th Marines, 3rd Marine Division, III Marine Expeditionary Force, based out of Camp Hansen, Okinawa, Japan, to conduct live-fire training. Simcock, a San Mateo, Calif., native, is the commanding officer of 3rd MarDiv. Sendai is the site of major Marine Corps humanitarian aid and disaster relief efforts following a tsunami that struck the region in 2011.
