DILI, Timor Leste (May 18, 2016) - Builder Constructionman Joseph Ridlehoover from Spartanburg, South Carolina, assigned to Naval Mobile Construction Battalion (NMCB) 4, uses a magnesium float to level ridges and fill small voids in the concrete surface of the Manleuana Primary School. The plywood kneeboards help distribute his weight to prevent him from sinking into the concrete pad before it cures.
