Sgt. 1st Class Troy Heffner, engineering, plans and construction noncommissioned officer-in-charge for the Victory Base Complex and brigade master gunner, Headquarters and Headquarters Battery, 17th Field Artillery Brigade, based out of Fort Sill, Okla., proudly points June 30 along the approximately 1100 meter-long entry control point that he co-designed. What he describes as the "ECP of all ECPs," is slated to begin construction in September and will utilize new technology to minimize the Soldiers' risk of exposure to roadside bombs and vehicle-borne improvised-explosive devices.
