Rear Adm. P. Gardner Howe III, Chief of Naval Operations Adm. John Richardson and Rear Adm. Jeffrey A. Harley render honors during colors as part of a change of command ceremony at U.S. Naval War College (NWC) in Newport, Rhode Island. During the ceremony, Harley relieved Howe and became the 56th president of the NWC. Richardson was the guest speaker. Harley reports from his most recent assignment as assistant deputy Chief of Naval Operations. Howe, the first Navy SEAL to lead NWC, has been nominated for appointment to rank of vice admiral and for assignment as associate director for military affairs, Central Intelligence Agency, McLean, Va.
