NEWPORT, R.I. (July 25, 2016)
Rear Adm. Jeffrey A. Harley salutes Rear Adm. P. Gardner Howe III, following the reading of his orders during their change of command ceremony at the U.S. Naval War College (NWC) in Newport, R.I. During the ceremony, Harley relieved Howe and became the 56th president of the NWC. Chief of Naval Operations Adm. John Richardson was the guest speaker. Harley reports from his most recent assignment as assistant deputy Chief of Naval Operations. Howe, the first Navy SEAL to lead NWC, has been nominated for appointment to rank of vice admiral and for assignment as associate director for military affairs, Central Intelligence Agency, McLean, Va.
