Chief Petty Officer Eddie R. Garcia kneels as he is pinned chief petty officer by his daughter during the chief petty officer pinning ceremony Sept. 16 on Kadena Air Base, Okinawa, Japan. Families, fellow service members and civilians gathered to watch 35 sailors get promoted during the ceremony. The rank of chief petty officer was established on April 1, 1893. The letters “USN” on the anchor rank insignia stands for unity, service and navigation. The promotion to chief petty officer occurs every year during the month of September.
