Retired Maj. Gen. Virgil L. Packett II, presents Lt. Gen. Perry L. Wiggins, former commander of United States Army North, with the Mexican Military Merit Medal-First Class Sept. 30 during a Victory with Honors and retirement ceremony at the division’s headquarters on Fort Riley. The Military Merit Medal-First Class was presented on behalf of Enrique Pena Nieto for Wiggins’ participation in the partnership between the U.S. and Mexican armed forces that strengthened the relationships between the two nations.
