SAN DIEGO (Nov. 4, 2016) Rear Adm. William Byrne, commander, carrier strike group 11 delivers remarks as the guest speaker for the Naval Surface and Mine Warfighting Development Center's (SMWDC) Warfare Tactics Instructor graduation at Naval Base San Diego. Byrne said, "The standup of SMWDC is the single most improvement we've made [in the surface warfare community] in my 30 years of service." SMWDC opened June 9, 2015. Akin to Navy Fighter Weapons School (TOP GUN) for the Navy's best aviators, SMWDC is charged with increasing the tactical proficiency of the surface fleet by selecting an elite cadre of surface warfare officers to become WTIs - the best of the best in tactics. WTIs come from three surface warfare communities: amphibious warfare, anti-submarine/anti-surface warfare or integrated air and missile defense.
