Harry Hallock provides a state of acquisitions and fields questions while conducting an Army civilian call April 2 during the Operational Contract Support Joint Exercise 2016 at Fort Bliss, Texas. OCSJX-16 is designed to exercise the full spectrum of contract support from operational through tactical levels involving more than 500 uniformed and civilian joint, interagency and multinational participants.
