An Iraq Civil Aviation Authority air traffic control student moves flight progress strips in order of importance on the strip board, Aug. 31, at Baghdad International Airport, Iraq. With help from the Air Component Coordination Element - Iraq and the Washington Consulting Group, the U.S. Air Force is turning over airspace control from 15,000 to 24,000 feet in the northern sector of Iraq-known as the Kirkuk sector.
