Chief Petty Officer Patrick Toy receives one of his golden anchors from his family in the hangar bay of the aircraft carrier USS Ronald Reagan. After receiving their gold anchors and combination covers, 22 new chief petty officers were welcomed into the Ronald Reagan Chief Petty Officer's Mess. Ronald Reagan was granted permission to pin their new chiefs a day later than the traditional date of September 16 so that family members of the new chiefs could attend the pinning ceremony.
