This is the start of an article written for and in the 1934 American Legion's national magazine by then Brig. Gen. William H. Tschappat, the Assistant Chief of Ordnance for the U.S. Army. His words then, still ring true today in that the Watervliet Arsenal is vital to the nation's preparedness for war.
