A contractor using an excavator begins filling HESCO defensive barriers to be used as a protective barrier for the installation of the Moving Armor Target (MAT) system in Smardan, Romania, Apr. 5, 2017. The targeting system can move a tank silhouette target at speeds up to 20 miles per hour for up to 340 meters.
