Dr. Frederick “Skip” Burkle, senior fellow and scientist at the Harvard Humanitarian Initiative and senior international public policy scholar at Woodrow Wilson International School for Scholars, talks to a participant of the 20th annual Health Emergencies in Large Populations (H.E.L.P.) course in Honolulu, July 10. Burkle was the founding director of the Center for Excellence in Disaster Management and Humanitarian Assistance (CFE-DM) and gained permission from the International Committee of the Red Cross (ICRC) to teach the H.E.L.P. curriculum to a civil-military audience. CFE-DM remains the only Department of Defense organization authorized to conduct the course curriculum.
