Families and civilians stationed in Atsugi, Japan, were issued wristbands to be scanned onto a flight manifest as part of the non-combatant tracking system used during the authorized voluntary departure March 21. Due to damage as a result of the earthquake and tsunami that occurred in Japan, the Secretary of Defense in consultation with the Secretary of State has authorized voluntary departure for family members of service members from the island of Honshu, Japan.
