Arlen, from Dubuque, Iowa, is one of the Seabees responsible for receiving and delivering equipment and building materials for the Navy, Army and Air Force units of Task Force OVERLORD. 25th NCR is responsible for the command and control of construction engineering and engineering support in Southern and Western Afghanistan.
