SAN DIEGO (Dec. 8, 2017) Vice Adm. John D. Alexander, Commander, U.S. 3rd Fleet, awarded Rear Adm. Cathal S. O’Connor, off-going commander of Expeditionary Strike Group (ESG) 3 the Legion of Merit award during the ESG-3 change of command ceremony held onboard amphibious assault ship USS Essex (LHD 2).
