Dusty Ginsbach, a military policeman with the South Dakota Army National Guard’s 235th Military Police Company, from Rapid City, S.D., observes Surinamese soldiers who are practicing handcuffing techniques here June 27. The 235th has been training and evaluating Surinamese soldiers on an array of security force techniques, tactics, and procedures during the 2011 New Horizons Training Exercise. New Horizons is a cooperative humanitarian mission between the Suriname government and the United States Southern Command with the goal of helping to improve the quality of life for the people of Suriname.
