Lt. Gen. Curtis Scaparrotti, commander of ISAF Joint Command, addresses guests at the IJC change of command ceremony in Kabul, July 11. Scaparrotti replaced Lt. Gen. David Rodriguez as the IJC commander. Rodriguez will return to the U.S. where he will take command of U.S. Army Forces Command and receive his fourth star.
