Jerabek (middle), Deputy Director of the Defense Threat Reduction Agency, examines as a technician creates a realistic injury on a mannequin, called moulage, before it is sent out to be victim for Guardian Response 18, at Muscatatuck Urban Training Center, Indiana, April 23, 2018.
