Chief Operations Specialist Joseph Chapin is piped and saluted as a newly appointed Chief Petty Officer during the annual Chief Petty Officer pinning ceremony at Camp Lemonnier, Djibouti, Sept. 16. Chapin was one of eight sailors to receive his gold anchors at Camp Lemmonier, following six weeks of challenging CPO induction. Camp Lemonnier hosts the Combined Joint Task Force - Horn of Africa, under command of U.S. Africa Command, which conducts civil and non-combatant military operations in East Africa aimed to enhance partner-nation capacity, promote regional stability and dissuade potential local conflict.
