(Aug. 23, 2018) – Raider Graessler, right, a family member of a Columbus, Georgia, emergency personnel, portrays the fictional mayor of Bibb City, whose town was notionally hit by a devastating flood. Graessler observes Western Hemisphere Institute for Security Cooperation as they keep track of notional victims of the natural disaster. Military and civilian personnel from Latin America as part of a Western Hemisphere Institute for Security Cooperation course worked closely with local emergency services from Fort Benning and Columbus, Georgia, and Phenix City, Alabama, to rescue survivors of a notional flood, who were stranded on the islands of the Chattahoochee River in Columbus Aug. 10.
