    COLUMBUS, Ga. (Aug. 23, 2018) – The students of a Western Hemisphere Institute for Security Cooperation (WHINSEC) course perform an immediate after action review, or "hotwash," following an emergency management exercise with local civilian emergency personnel. Military and civilian personnel from Latin America as part of a Western Hemisphere Institute for Security Cooperation course worked closely with local emergency services from Fort Benning and Columbus, Georgia, and Phenix City, Alabama, to rescue survivors of a notional flood, who were stranded on the islands of the Chattahoochee River in Columbus Aug. 10.
