Rear Adm. James P. Wisecup receives scissors during a ribbon cutting ceremony on Pier 11. The $5 million utility upgrades to the pier will enable U.S. and Republic of Korea ships to use external power when they pull into port allowing the ship to shut off its engine saving on fuel costs and reducing man-hours. A water waste collection system was also installed.
