Christopher Ghika, deputy commander for Strategy and Information Combined Joint Task Force - Operation Inherent Resolve (CJTF-OIR) addresses Iraqi soldiers and civilians during a transfer of authority ceremony at the Besmaya Range Complex, Iraq, Nov. 22, 2018. At Besmaya, the Coalition provides training for the Iraqi Security Forces (ISF).
