Lt. Gen. Tran Quang Khue, vice chairman of Vietnam National Committee for Search and Rescue and Deputy Chief of the General Staff, People’s Army of Vietnam, stand with Bill Wyatt, director of the Port of Portland, after a briefing on the capabilities and vision of the Port of Portland, June 10, 2011 in Portland, Ore. Khue and his staff are part of a historic visit to Oregon. The Vietnamese delegation will also visit National Guard Bureau, Washington D.C. and Pacific Command Headquarters in Hawaii. This mission will assist the Vietnamese to make an informed decision about requesting participation in the State Partnership Program.
