Mervyn Constantine, Marine Manager of the U.S. Virgin Islands Port Authority, coordinated the use of the Frederiksted Pier for Caribbean Thunder and played an active role in the exercise this sunny morning December 14 in Frederiksted, St. Croix. Mervyn's wife joined the roll-players from the U.S. Virgin Islands National Guard in an unscheduled insert for the Quick Response Force, where she ran over a traffic cone with her car to attempt to gain entry to the pier.
