Col Jason Kirk, U.S. Army Corps of Engineers Task Force Power Restoration Commander, Puerto Rico, along with Mr. Carlos Torres, the island’s Power Restoration Coordinator, speak with residents of Cidra, Puerto Rico, at a community center where citizens asked questions and expressed concerns with the power restoration process. Kirk commands TFPR for USACE who leads the FEMA assigned federal effort to make emergency repairs and restore power until more comprehensive repairs can be made to stabilize the power grid. Puerto Rico has 2,400 miles of transmission lines across the island and 30,000 miles of distribution lines with 300 sub-stations. It is estimated that 80 percent of the grid was affected when Hurricane Maria struck the island on Sept. 20, 2017. (U.S. Army photo by Preston L. Chasteen/Released)
