Col Jason Kirk, U.S. Army Corps of Engineers Task Force Power Restoration Commander, Puerto Rico, walks the courtyard at the TFPR office located at the Puerto Rico Electric Power Authority building in San Juan, PR, while on the phone updating higher headquarters on USACE’s power restoration progress. Kirk commands TFPR for USACE who leads the FEMA assigned federal effort to make emergency repairs and restore power until more comprehensive repairs can be made to stabilize the power grid. Puerto Rico has 2,400 miles of transmission lines across the island and 30,000 miles of distribution lines with 300 sub-stations.
