PORT GENTIL, Gabon (Dec. 12, 2019) Builder 3rd Class Ethan Ruddy, assigned to Naval Mobile Construction Battalion (NMCB) 1, vibrates concrete to ensure proper settling during construction of the Maritime Operations Center (MOC) at the Gabonese Navy Base. The MOC construction is in support of exercise Obangame Express scheduled for March 2019. NMCB-1 is forward-deployed to execute construction, humanitarian and foreign assistance, and theater security cooperation in the U.S. 6th Fleet area of operations.
