Oakum rope used in order to seal the Black Rock Lock guard gates during repairs, Buffalo, NY, Jan. 8, 2019. Oakum is loosely twisted hemp or jute fiber and it expands when wet, a property which helps to properly fill in gaps during the Lock's dewatering. The repairs will improve the Black Rock Lock infrastructure and sustain the functionality for future navigation seasons.
