Fernando Segura, a biomedical equipment specialist, scales the rope obstacle on Feb. 21, 2019 during the 2019 Evans Army Community Hospitals Noncomissioned Officer and Soldier of the Year competition. Segura completed all 14 obstacles in under 30 minutes to help him win the Soldier of the Year Competition.
